Queensland Attorney-General Yvette D'Ath will on Friday urge Commonwealth, state, territory and New Zealand consumer affairs ministers to band together against scalpers at the Consumer Affairs Forum in Melbourne.

Ms D'Ath will call for a national price cap on the resale of tickets to ensure tickets cannot be resold for more than 10 per cent higher than the purchase price, and improved disclosure for ticket resale websites.

She also wants a national ban on ticket-buying bots that distort ticket sales and drive up the price of tickets.

"People should not have to compete against a business model of ticket bot purchases and the subsequence price gouging on resold tickets," she said.

Ms D'Ath's push coincides with the coming Big Bash cricket season and reports ticket resale websites were targeting Brisbane Heat's Big Bash matches at the Gabba.

"I don't want Queensland to miss out on tickets because ticket resellers have bought up a large number of the tickets, only to then sell them well above the original price," she said.

"I have had concerns raised with me about issues encountered in buying tickets to events.

"Some people have purchased a ticket from a ticket resale website, unaware at the time that they were not purchasing from official ticket sellers.

"I know some people have even turned up to events only to discover at entry that they were worthless."

Ms D'Ath urged consumers to check the website they were on before purchases, as ticket resale sites often appeared at the top of search results for popular events.

In Queensland, it is illegal to resell tickets at more than 10 per cent above the original price for events at Queensland's major venues, including the Gabba.

Ms D'Ath also wants the meeting to consider gift cards, with an estimated $70 million worth of the $2.5 billion of gift cards sold every year expiring before they are used.

"I want to take this a step further and consider the particular issues around insolvency and gift card redemption when a trader goes into administration," she said.

"We also need to build in more protections for other pre-purchased time-limited discount vouchers, like Groupons and Scoopons."

In addition, the issue of banning fees for paper bills would be on the agenda.

"Charges for receiving a paper bill are typically between $1.50 to $3 per bill, but we know there are some service providers that charge much more than this," Ms D'Ath said.

"Nearly 2.6 million Australians do not use the internet and 1.3 million Australians are not connected to the internet.

"No consumer should be disadvantaged because they don't use the internet or have an email account."
