Emergency services responded to the crash, which involved a police van and a white SUV, about 8am on Wednesday.
John Stevenson was nearby when the crash happened, and said he ran to the scene on Melrose Drive in Phillip after hearing a bang.
He said he helped emergency services and other members of the public pull two police officers from the van, which was left lying on its side after the collision.
"We managed to get the female officer out first, then the male," Mr Stevenson said.
"He just had cuts and abrasions on his elbow. The female officer just seemed to be in shock. I couldn't see any injuries."
The woman driving the SUV was not injured, but Mr Stevenson said she was "quite hysterical".
Photos from the scene show the flashing lights on the roof of the police van illuminated as it rests on its side.
An ACT Policing spokesperson said the cause of the crash was under investigation, and did not respond to a question asking where the police van was heading at the time, and whether its lights and sirens were in use.
The spokesperson said the officers' injuries were non-life threatening, while the Emergency Services Agency described their injuries as minor.
Traffic delays were reported in the area following the crash, which was cleared by about 9.30am.
Anyone who saw the crash was asked to contact CrimeStoppers on 1800 333 000, or via the online reporting form.
