Last week it was reported potential Liberal candidates for October's ACT election would have to stump up the fee to nominate for the preselection process, set to be finalised next month. A significantly increase from $600 in previous election cycles, similar fees are not charged by Labor of the Greens.

Preselection materials obtained by Fairfax Media showed nominations will close on April 5, and be finalised in May.

Mr Hanson said the nomination fee had been set by the party's executive and no one had raised concerns about the high cost with him. He said candidates were expected to contribute to their own campaigns, as Labor received millions from poker machine revenue and from unions including the Construction, Forestry, Mining and Energy Union.

The Greens have also received union donations in the past and Mr Hanson said donations from big business were not guaranteed.

The high cost would not be prohibitive for a diverse range of candidates, including young people, Mr Hanson said.

"There is a limit that is imposed on the party grouping of $1 million and I understand it is the desire of the party to spend $1 million. The sources for that will be various," Mr Hanson said.

"There is of course fundraising but it has always been the case that candidates provide for much of their own campaigns.

"Out of that preselection fee, the party will provide candidates with a certain amount of campaign material like corflutes and flyers, so the candidates can straight away get on with the business of campaigning."

Mr Hanson said he expected more than 25 people would nominate for preselection, meaning positions would be contested across the ACT's five electorates.

"I think any candidate would have to understand that in order to run as a candidate, there will be some expenses. It is a shared arrangement; it is a co-operative between the party and the candidates," Mr Hanson said.

"It is important to understand that the Liberal Party is not funded by $25 million of pokies money. Candidates understand that they have to support the party. The party doesn't get tens of thousands from the CFMEU."

The Liberals expected to recruit young people, women, people with disabilities, and those from diverse cultural backgrounds, Mr Hanson said. The executive could consider waiving the fee if circumstances required.

"The reality is if someone is not able to support their own campaign to the tune of $3330 then they won't be eligible, but that is a necessity or a requirement of the party."

Mr Hanson said he would not endorse preselection candidates and that ongoing Liberal ACT branch debts of $318,000 were not a concern while they continued to be paid down.

To be eligible to vote, Liberal rank and file members must have been signed up for three months before April 5 and have attended at least one branch meeting in the six months since October 2015.

Members who haven't met the criteria can attend meetings up to March 31 to be eligible. The party's late preselection is designed to lessen the disruption for potential candidates.

All of the party's existing Assembly members are expected to recontest the election.

Labor and the Greens have both already named their preselected candidates.

Last month the Canberra Liberals reported a $30,000 donation from the federal Liberal Party.
