The Canberra Aqua Park is an obstacle course that includes tunnels, bridges, slides and swings.
About 1400 square metres of inflatables will be set up on the peninsula. As well, 160 concrete sleepers would anchor the inflatables.
Canberra Aqua Park has applied to the National Capital Authority to set up the park at Black Mountain's peninsula, it followed a trial of the water park over last summer.
More than 16,000 people visited the water park last season, according to application papers.
Canberra Aqua Park labelled the trial a success but said weather conditions such as smoke haze and the January hailstorm did affect patronage.
During the next season, Canberra Aqua Park said it expected about 15,000 visitors.
"Aqua park is a proven tourist attraction that can assist with bringing visitors to the region," the application said.
"The project will offer a water outdoor attraction at a convenient location in [the] city centre for all families, school excursions and corporate functions.
"It will promote healthy outdoor living, improve utilisation of a beautiful location on the lake and help boost local tourism and the economy."
Weather conditions were not the only challenges faced by the park last season.
According to the Canberra Aqua Park 2019 annual report, which is part of supporting documents before the NCA, the park had to close for three days due to vandalism.
The papers said this vandalism occurred during O-week.

As well, there was a near drowning that occurred when somebody trespassed and used the obstacle course after hours.
Canberra Aqua Park said in response it had put up additional signage and had discussions with police to deter trespassers.
It said it would also consider installing security cameras.
There was also three ankle injuries and a minor concussion from a jumping pillow. The report said the pillow had been deflated after the incident and this limited the launching distance.
