The City Renewal Authority's design for the centre to replace the Haig Park depot includes office and workshop space and an outdoor play area.
The public can provide feedback on the proposal until November 26.
Construction of the project is due to start mid next-year and be completed by 2022. It has been in the works since community consultation identified a desire for a centre in 2017.

City Renewal Authority chief executive Malcolm Snow said the design incorporated community feedback.
"We've created a simple but robust design that adapts and reuses the former building including flexible spaces able to host community activities such as gardening, painting, woodwork, playgroups and yoga," he said.
The design includes redeveloping the current depot as a 'wet workshop' with a workshop space outside.
A second building is proposed to house meeting rooms and offices and a multipurpose space with a kitchenette and toilets.
A children's play area and barbecue and picnic area has also been included in the design.
"There is landscaping with outdoor seating and gathering areas, and we welcome your further comments on this," Mr Snow said.
The design comes off the back of the recently released Haig Park Experiments evaluation summary which recommended poor lighting, amenities and maintenance be improved to boost park use.
Following community consultation last year, it was recommended lighting, pathways and amenities be upgraded and the centre be constructed to provide weather protection for activites and events.
It also found maintenance needed to be upgraded to create a "more habitable environment".
The Authority said the building would improve park safety through "passive surveillance" and that they building's lighting would "transform the centre into a beacon drawing people in from the park".
"The centre is intended to open out to the landscape, extending into a semi-covered courtyard,which integrates the indoor spaces and the surrounding park," Mr Snow said.
The building would be constructed using some recycled and low-carbon materials and would include solar panels, water harvesting for irrigation and natural light, Mr Snow said.
The public can submit feedback on the proposed design online or at a community information session on Saturday at 10am at the Haig Park Paw Party.
