A report on the front page of The Canberra Times, 44 years ago today, revealed that the sight of a human arm "sticking out of a heap of rubbish" did not worry a bulldozer driver at the West Belconnen tip.
At the time of sighting it, he wanted to investigate it but didn't have time.
He reported it to the police two weeks later after he came to the conclusion that a police search would be necessary.
"Some people are calling me a moron for not reporting it sooner," he said.
Five members of the search and rescue team sifted through rubbish for 12 hours, but no body was found.
