Premier Annastacia Palaszczuk said the man is the only case to emerge after 10,349 tests in the 24 hours to 6.30am on Thursday.

He had been infectious in the community for three days.

"This case is unlikely to be Omicron variant, although further testing is under way," Ms Palaszczuk told parliament on Thursday.

"But we must remember that while there is much we are still learning about the new variant, we know that the Delta variant spreads faster than early forms of the virus and can cause more extreme infection."

Queensland Health has listed contact tracing sites at the Robina Town Centre shopping centre between 1.30pm and 2.45pm on November 26 including Rebel Sport, JB Hi-Fi and Target.

The man also visited a popular bakery at Fernvale in the Brisbane Valley on Saturday afternoon.

Health Minister Yvette D'Ath said the case is likely to be Delta, but it is uncertain where the man picked it up.

"Health authorities are investigating whether this case is somehow linked to the previous cases we've seen in the Gold Coast recently or a new outbreak," she told parliament.

"Either way, it could indicate that we have had undetected community transmission in and around the Gold Coast for some time."

Ms Palaszczuk told parliament on Wednesday that while 85.6 per cent of Gold Coast locals have had one vaccine dose, she wanted the region to reach 90 per cent twin vaccinated.

City of Gold Coast Council on Thursday proposed vaccination mandates for their staff a week after mayor Tom Tate declared he was "pro-choice" on jabs.

Under the policy the council's 4000-strong staff will be required to be fully vaccinated by February 15.

The council's acting CEO Joe McCabe said the policy would be subject to consultation with unions and staff and considered for adoption in mid-January based on feedback.

He said it was vital their workforce was fully vaccinated before borders reopen and tourists return.

Latest figures show 86.84 per cent of Queenslanders have had one dose of a vaccine and 77.21 per cent are fully vaccinated.
