Titans chief executive Steve Mitchell declared publicly in October the club is aiming for at least two NRL premierships within the next nine seasons.

To achieve that goal, coach Justin Holbrook is backing a spine of young but largely-unproven talent.

Halves Ash Taylor and Jamal Fogarty have been offloaded.

Taylor was let go after his big-money contract expired while co-captain Fogarty was allowed to join Canberra when they offered the 27-year-old a three-year deal in October.

Holbrook is instead pinning his premiership ambition on greenhorns Toby Sexton and Jayden Campbell.

Sexton, a 20-year-old halfback with four first grade games under his belt, will join AJ Brimson in a new-look halves pairing for the Titans.

Brimson's fullback spot will be taken by Campbell - the son of former Titans favourite Preston - after the 21-year-old showed enormous promise in his seven NRL appearances in 2021.

Throw in Erin Clark (30 NRL appearances) and Tanah Boyd (21 games) as the club's options for hooker and it's clear the Titans are backing potential rather than experience to achieve their lofty goals.

It's a situation that sits well with Sexton, however.

"I've only played four games and the club's shown a lot of trust in me and a lot of faith. That's the best thing for my game moving forward as well, knowing the club's got my back," Sexton told AAP.

"It's obviously really exciting for me as well, being a 20-year-old, growing up here my whole life.

"I love this club and to be given the opportunity hopefully to be the halfback. It's massive.

"He's (Holbrook) been pretty clear with the combinations he wants to build and that moving into next year.

"He's putting a lot of trust in us young fellows as well which is really good.

"We're all pretty good mates as well with myself and AJ and Jayden - Erin and Tanah there as well. It's just about building combinations now."

Shifting Brimson, a Queensland State of Origin representative and the most experienced of the playmaking trio, into the No.6 role appears to be a risk given how he'd excelled at fullback over the past three seasons.

Sexton though is quick to remind the doubters it's nothing new for the 23-year-old, who made his NRL debut at five-eighth in 2018.

"AJ, in his first part of his career, was a five-eighth. Everyone kind of forgets about that," Sexton said.

"I've been a halfback my whole life so it's not really tough for us.

"It's just a matter of building our partnership and we've got a really good mateship off the field as well, which always helps initially.

"We're gelling really well at the moment."

In 1995 former Liverpool star Alan Hansen famously chided Manchester United boss Alex Ferguson for opting for youth as he rebuilt the English Premier League powerhouse stating "you can't win anything with kids".

That comment fuelled Ferguson as his youthful United dominated English and European football for the next decade and beyond.

It's a sentiment Sexton shares for the Titans.

"We've got a pretty experienced forward pack to play on the back of and as time goes by and throughout the pre-season, we'll form some good combinations moving into next year," he said.

"I've got full confidence that we can do the job."
