The natural disaster claimed the lives of 200,000 people when it struck the south-east Asian coast in late 2004, including 26 Australians.
The Department of the Prime Minister and Cabinet would not reveal details of the project but confirmed a memorial was in the works.
"The Prime Minister is committed to establishing a memorial for the 2004 Indian Ocean Tsunami where 26 Australian tourists were among the 200,000 people who lost their lives," a department spokesman said.
"The Prime Minister has asked for work to be undertaken and details of the memorial will be announced in due course."
