The changed penalties will be enforced before the beginning of the Queen's Birthday weekend from Friday, June 5 to Monday, June 8.
Police will enforce one extra demerit point for all other driving offences.
Police and Emergency Services Minister Joy Burch said ACT and NSW police would target dangerous driving over the four days.
"This includes drivers that are speeding, distracted, not wearing seatbelts, disobeying road rules and driving fatigued, drunk or impaired by drug use," she said.
"While our police will do their bit in targeting motorists, it's up to everyone to drive safely and avoid serious trauma on our roads this weekend."
ACT Policing issued 106 fines and conducted 1095 random breath tests during the Queen's Birthday long weekend last year, with 10 people caught over the limit.
There were 13 road crashes but no deaths or serious injuries.
