While a $200 million upgrade of the Barton and Monaro Highways was revealed on Monday, the territory was overlooked in most of the big-ticket infrastructure spending in Tuesday's federal budget.

While ACT Chief Minister Andrew Barr welcomed the Barton Highway duplication, he expressed his disappointment in the continued decentralisation of the public service and the sackings foreshadowed at the National Archives and National Library.

Three jobs from the Department of Infrastructure, Regional Development and Cities Indian Ocean Territories division will go to Perth and nine from the Inland Rail Unit are also to be moved to Toowoomba, Dubbo and Wodonga. The Unique Student Identifier Register will go to Adelaide and the Office of the Registrar of Indigenous Corporations to Darwin.

"One quarter [$25 million] of the ACT's entire infrastructure spend in this budget is being used on this disgraceful example of pork-barrelling [APVMA relocation costs]," Mr Barr said.

"We will definitely bid for funding towards the improved the Canberra-Sydney rail link from the new Major Projects Business Case Fund and we are in no doubt Canberra is the natural home for a national space agency. We'll examine the Monaro Highway business case, but we think a portion might be better spent on the Pialligo Avenue duplication."

Canberra Business Chamber chief executive Robyn Hendry said the exodus of agencies was of "great concern".

"Some of these agencies may be small and there are occasions where decentralisation makes sense but we're concerned about the line in the budget where more announcements are foreshadowed in the next few months," Ms Hendry said.

"As a broad strategy, decentralisation is a blunt instrument. The problem with that is it makes everyone nervous without any way to quantify the impact and give a level of certainty to people."

ACT Opposition leader Alistair Coe said the Canberra Liberals were disappointed with the national institution job cuts and would fight the removal of Canberra agencies.

"The Canberra Liberals do not support moving Commonwealth Government departments out of Canberra. The national capital should be the home of the public service and there are many efficiencies in co-locating public service agencies. The Canberra Liberals will raise our objections with the Commonwealth Government," Mr Coe said.

Labor's Member for Canberra Gai Brodtmann described the budget as another one "dominated by cuts, next to no investment and complete and utter contempt for our nation's capital".

She said the ACT received "mere 0.2 percent of the national infrastructure spend".

Labor MP for Fenner Dr Andrew Leigh said the budget was "just as bad for Canberra as every other budget the Liberals have delivered".

He said the money received for infrastructure was "well below our share of the national population".

However ACT Liberal Senator Zed Seselja described the ACT as a "big winner", with more than 190,000 Canberrans to benefit from personal tax cuts, and an extra 912 jobs across the public service.

"This budget is good for Canberra," Senator Seselja said. "There are often small movements in agencies and institutions and there are up and down movements across the board as a standard part of government."

The ACT will receive $1.328 billion in GST, $62 million more than last year.

The slight increase reflects an increase in overall GST of around $4 billion to $673 billion, despite the ACT having a lower GST relativity than last year.

The ACT is also set reap $14.2 million next year from the federal government's asset recycling initiative, on top of the $30.2 million received this financial year.
