Both stage one of light rail and the Hibberson Street shared zone are due for completion later in the year.

But with the projects happening simultaneously, Gungahlin Community Council president Peter Elford said he didn't know how many of the businesses in the town centre were still operating.

"The excellence of it all in the end will have to be very, very great to make up for all of the suffering that's dragged on for a long period of time," Mr Elford said.

"Even though it's been individual projects, most people feel like it's been a continuous blur. It's been disruption everywhere you turn. I'm astounded businesses are still surviving there."

The owner of Hibberson Street sports supplement store, Prodigy Nutrition, says he is considering wearing ear plugs to work, after recording 93 decibels inside his shop with the doors shut.

"That kind of noise over a long period of time can damage your hearing and it goes on for hours," Cam McAlister said.

"You can't hold a conversation with a customer, you can't talk on the phone without locking yourself in the backroom.

"Really I should be wearing hearing protection in store while I'm working."

The light rail project is exempt from the Environment Protection Act 1997 and the Environment Protection Regulation 2005.

Liberal MLA James Milligan said he had been contacted by several businesses in the town centre frustrated by the noise and the dust.

He said while the light rail project may be exempt from environmental laws, those businesses were still obliged to provide their staff with a safe working environment.

Mr Milligan wrote to Transport Minister Meegan Fitzharris calling for an immediate work health and safety assessment of the impacts of light rail construction on people working in the area and customers.

"The level of noise business owners and their staff are being exposed to is excessive and unsafe," Mr Milligan said.

Mr McAlister said business has also suffered since fencing went up six weeks ago.

"We do really rely on foot traffic having few car parks out the front, no one wants to walk the extra 120 metres to get to us," he said.

"One of the things about being a sports supplements store is people run in, get what they need and get out. Having those car parks blocked off out the front means people no longer stop in, they've got to park underground, get a ticket.

"There's another supplements store 120 metres away where they can can park out the front. It makes it hard for us."

He said he'd welcome some kind of assistance from the government while the disruption was ongoing, whether it was help with rent or advertising and marketing.

Mr Elford said while there was no "perfect solution", help with advertising would at least be recognition that running a business in the Gungahlin own centre had become "ridiculously challenging".

"The government needs to step up beyond thanking residents for their patience on websites. It's important some concrete actions are provided so businesses and residents can see not only they're acknowledging the problem, which is the first step, they're trying to do something to mitigate it while balancing the need to get it done as soon as possible," Mr Elford said.
