And the ACT Greens are gearing up to take advantage of the lack of an incumbent representative in the redistributed seat of Canberra, with the party claiming it can turn the seat into a Labor-Greens race, similar to those that have been run in the inner suburbs of Melbourne and Sydney.

Gai Brodtmann, who is the current Labor member for Canberra, has said she will run in the southern-most seat in the ACT. In the proposed resdistribution, this would be the seat of Bean.

The Greens' confidence is based on the 2013 campaign by former GetUp! director Simon Sheikh for the Senate, the last time an ACT campaign had "national attention" - which according to ACT Greens co-convenor Emma Davidson doesn't just refer to funding, but the amount of focus and personnel it gets from the federal Greens head office.

Mr Sheikh won 27.8 per cent of the vote in booths within the proposed new electorate of Canberra, behind Labor on 31.4 per cent and the Liberals on 28.5 per cent (minor parties made up 12.5 per cent of the vote). The party believes that if this result were replicated at the next federal election in the lower house, the Greens could snatch the seat from Labor. In 2013 Labor experienced a swing against the party nationally as it lost government to the Coalition, while this weekend's Ipsos poll has Labor ahead of the Coalition on a two-party preferred basis.

The votes cast for the lower house in booths at the 2016 election in the new electorate are less hopeful numbers for the Greens, where their own analysis showed the party winning just 21.1 per cent of the vote, behind Labor on 42.5 per cent and the Liberal party on 30.7 per cent.

While the party is looking to successes in Brisbane, in Newtown in New South Wales, Lidia Thorpe in Northcote in Victoria and Adam Bandt in Melbourne, the campaign won't be a carbon copy of others around the country.

"It's different for each campaign and just because something has worked in one place doesn't mean you can just transplant that entire campign into the ACT and it will work here because Canberra is very different in some ways to other cities around Australia," Ms Davidson said.

"In terms of the media that we consume, the conversations that people have, we've got people here who are very engaged in public policy issues. So we look at what we can learn from every other campaign but it doesn't mean we just repeat the same thing here, it needs to be done in the right way for Canberra."

Possible Labor candidates are keeping their cards close to their chests as they wait on the High Court to decide the future of Labor senator Katy Gallagher. There's speculation that if Senator Gallagher is found to be ineligible to continue as senator due to dual British citizenship, she will run for the new lower house seat at the next election.

Complicating the process further are Labor's affirmative action principles, which divide the number of seats equally between men and women, making it likely that the new seat would be contested by a man if Senator Gallagher stayed in the Senate. If Senator Gallagher loses her Senate seat and is replaced by David Smith, who was second on Labor's ticket, the new lower house seat would be most likely contested by a woman.

If Senator Gallagher doesn't run, it could be a large field of Labor identities running in a preselection battle to represent the party in the electorate.

Chief Minister Andrew Barr ruled himself out of the running last year and it is understood that no Labor members of the ACT Legislative Assembly will attempt to make the jump to Capital Hill, but many staffers are considering their options. Jacob Ingram, community liaison officer for Mr Barr, is understood to be considering a tilt, as is marriage equality campaigner, and staffer to Andrew Leigh, Jacob White. Gai Brodtmann's chief of staff Victoria Robertson is named as a top contender by a senior Labor source.

St Vincent de Paul Society chief executive John Falzon has also been reported as likely to seek the backing of the Labor Left for the seat.

Economic advisor to federal opposition leader Bill Shorten Thomas McMahon has also been mentioned, as has staffer to Yvette Berry Josh Ceramidas. Former candidates Taimus Werner-Gibbings, Angie Drake and Kim Fischer are also named in speculation, along with Kel Watt, greyhound racing lobbyist.

The preselection process won't start in earnest until Senator Gallagher's High Court outcome is known, and the Australian Electoral Commission determines the final boundaries for the next election, which is expected to be in June.
