Almost 1000 warnings were dished out to motorists illegally using special Commonwealth Games lanes on the Gold Coast this month, but only a handful were fined.

The state government is also set to review speeds on the M1, which were reduced by 10km/h for the duration of the Games, following early indications they reduced the number of crashes on Queensland's busiest road.
A police spokeswoman said 10 fines were issued to motorists for incorrectly using Games lanes, worth $252 each, while there were 942 warnings.
On April 3, on the eve of the Games, Main Roads Minister Mark Bailey said police had issued warnings, but no tickets, for the offence since the lanes came into effect four days earlier.
However, he warned the grace period would end once the Commonwealth Games began.
"Once the real pressure happens and the Games begin, we cannot have anyone in those Games lanes who aren't carrying officials, who aren't carrying athletes, they're really critical to a successful Games," Mr Bailey said.
The Games lanes, on the Gold Coast Highway, Hooker Boulevard, Nerang-Broadbeach Road and Ross Street, were designed to get officials and athletes to events on time.
The slower speeds on the Pacific Motorway came to an end on Tuesday.
The speed limit was cut from 110km/h to 100km/h from the Logan Motorway interchange to Gaven, while it was reduced from 100km/h to 90km/h from Eight Mile Plains to the Logan Motorway, from March 1.
A spokesman for Mr Bailey said "all of the M1 initiatives" were being reviewed, following the completion of the Commonwealth Games.
"Preliminary assessments indicate the reduced speed limits contributed to a reduced average crash rate and improved the reliability of the M1 in the reduced section," he said.
Mr Bailey has previously not ruled out a permanent reduction of speed limits on the M1, if a review found they made the motorway safer.
Authorities said the Pacific Motorway at Coomera River saw an increase in the total number of cars, compared with the average for a school holiday period, and the road network operated largely incident free.
Mr Bailey said the M1 and road networks exceeded expectations, with limited congestion for athletes, officials and spectators.
Last month, Commonwealth Games deputy police commissioner Steve Gollschewski said studies showed that when traffic was slowed in high-volume areas, such as the M1, the risk of crashes was reduced, and traffic flowed better.
"The higher speeds, there more risks there are of crashes," he said.
"We're trying to lower the risk of crashes and increase the flow capacity."
More than 7 million trips were taken during the Commonwealth Games, with more than 5.5 million of those made on the public transport network.
The G:link trams carried more than 1.1 million passengers, with almost 100,000 a day, which was nearly four times the daily average since the opening of stage two of the light rail project.
The Surfside bus network delivered about 2.3 million passenger journeys, while Queensland Rail estimated there were more than 600,000 trips on the old Coast line.
A dedicated event shuttle bus network, which connected park 'n' rides and transport hubs to Games venues, carried more than 1.5 million spectators.
