In a letter to clubs on Monday night, Justice and Community Safety Directorate officials revealed the government wants to bring clubs into line with the casino and stop people from withdrawing cash via eftpos.

"There is a strong and growing body of research that supports the effectiveness of restrictions on access to cash by gamblers while they are gambling as a harm minimisation measure," the letter said.

"By limiting at-risk or problem gamblers' access to cash, overspending becomes less likely."

The proposed changes have been prompted by the experience of problem gambler Laurie Brown, who called on the ACT parliament in May to go further than the $250 cash limit being pushed by the Greens and ban cash out from eftpos machines at clubs altogether.

Professor Brown lost about $230,000 by exploiting the loophole at two Raiders clubs and welcomed the proposed changes.

"This is a step in the right direction for providing support to problem gamblers," Professor Brown said.

Professor Brown said while it was different to share her story publicly, she was pleased it had made a difference.

"There are lots of families same as ours impacted by gambling where the clubs have not been responsible as they're required to be under the code of practice so if my experience is helping others I'm glad," Professor Brown said.

"If it's making clubs rethink business approaches and attitudes towards poker machine addicts then that's really positive."

The change would mean punters could still buy food and drink with eftpos but would not be allowed to withdraw cash.

A recent Gaming and Racing Commission audit found EFTPOS withdrawals were being used to circumvent the $250 limit on ATM withdrawals.

Under the Casino Control Act of 1996, it is a jailable offence for casinos to have an automatic teller machine or eftpos facility, other than that which is used to pay for food and drink, inside the casino.

However the casino has two ATMs in its entrance way.

No caps apply to cash withdrawals from those ATMs either. The ATMs also provide cash advances from credit cards.

Club licensees will have until July 10 to provide feedback on the proposal.

Clubs ACT chief executive Gwyn Rees said if government was considering synchronising the eftpos policy between clubs and the casino, it should also look at the ATM policy.

"The community would be surprised to learn that the ATMs at the casino spit out unlimited $100 notes, easily accessible in the foyer," Mr Rees said.

"Given that clubs are facing the shortest consultation period of six days, we will do our best to put forward a well thought out and comprehensive harm minimisation strategy for the community to consider."

ClubsACT members had previously been asked to cap eftpos cash withdrawals at $250 after Professor Brown's story came to light.

A spokeswoman for regulatory services minister Gordon Ramsay said a cap on the casino's ATMs was not being considered as part of this work.

The government has not yet decided the penalties for clubs should the eftpos cash-out ban be implemented, she said.
