The ACT Government promised to fund both projects, which will service the rapidly growing Weston Creek and Molonglo region, one month out from the 2012 election.

The latest iteration of the plan, which is little changed from the previous document issued in 2010, was released on Monday.

It will be open to public comment until February 5 next year.

The ACT Government has previously said work on the aquatic centre, to be located off Uriarra Road, should start in 2016 for completion in 2018.

"This updated master plan progresses our election commitment to building a pool for Weston Creek and Molonglo," chief minister, Andrew Barr, said.

"As detailed in the plan, the pool facility and the enclosed oval are part of our agenda for the area, and our desire is to see construction commence as a result of decisions taken in the 2016 ACT Budget."

Strong growth, both in visitations to the Stromlo Forest Park precinct and in the neighbouring suburbs of Molonglo and Weston Creek, are continuing to drive the push for more and better facilities.

Sport and Recreation Minister, Shane Rattenbury, said visitor numbers to the park precinct were growing by, on average, 15 per cent a year.

ACT Government projections indicate the Molonglo Valley will be home to 55,000 Canberrans 30 years from now.

"This masterplan seeks to ensure the facility prospers with more visitors," Mr Rattenbury said.

"We have some great sporting facilities across the city and Canberra is becoming a real place on the map for sports like mountain biking, horse riding and orienteering.

"Once complete the park will be able to host a mix of organised sport, as well as opportunities for other non-structured ways to get outdoors and exercise."

A road cycling circuit is also proposed.

The original proposal for affordable accommodation, to be located close to the aquatic centre, has been retained.

To be rated at 3.5 stars, it is anticipated the accommodation will be used by visiting school groups during school terms and by travelling sports teams and athletes and the general public during holidays and on weekends.

This proposal, like all new infrastructure listed on the plan, will be subject to budget funding.

The latest version of the plan has been welcomed by the Canberra Off-Road Cyclists.

"Overall it represents a great change that may address some of CORC's longer term desires for Stromlo, such as a low cost accommodation option and a second IMBA Green or, at most, blue level climb to the top of the mountain," vice president, Brendon Mulloy, said.

While some of the older off-road cycling trails in the Holden's Creek area might be lost, the expanded network on the western side of the mountain would more than compensate for this.

"We will most certainly be providing some input into the masterplan and we are quite excited about the future changes which have been quite some time coming."

The current ACT Budget includes $200,000 for a feasibility study on the enclosed oval proposal, $2.8 million for planning and infrastructure at Stromlo Forest Park, $1.65 million for the implementation of the park bushfire management plan and $17 million for the construction of a road linking John Gorton Drive to Uriarra Drive.
