The Greens have ruled out supporting a Tony Abbott government, but will not say what their backing of a Rudd government will depend on.

Greens leader Christine Milne said it would be terrifying if an Abbott government controlled both houses of Parliament.
"We will do everything in our power to stand up against Tony Abbott having control of both the House of Representatives and the Senate," she said.
"I am not going to be supporting an Abbott government."
Opposition Leader Tony Abbott promised on Sunday that he would never head up a minority government.
"If there is a hung parliament, there won't be a Coalition government led by Tony Abbott," he said.
Senator Milne, who was kicking off the Greens' election campaign in Melbourne on Monday, said it would be ridiculous if Tony Abbott's "arrogant" refusal to form a minority government sent voters back to the polls.
She said the Greens did not support either Labor or the Coalition's positions on asylum seekers.
"We will not support the gulag in PNG nor the tent and slum city on Nauru and we will make that very clear that that is our policy position. We actually prefer compassion than cruelty and both the old parties prefer cruelty."
She said Labor and the Coailtion's "cruel" asylum seekers policies would not last.
"These aren't actual policies. These are positions for the election and they will not survive this election."
She said it was critical that the Greens were included in election debates.
"How ridiculous will it be to have a debate on the treatment of refugees and simply have two people who want to be cruel and only debate how cruel they can become?"
The Greens are also confident deputy leader Adam Bandt will retain the seat of Melbourne, which he holds by 6 per cent.
Mr Bandt said the latest Galaxy poll, which was released over the weekend, suggested that the Greens' primary vote in Melbourne is around 48 per cent, a figure that would see Mr Bandt comfortably re-elected.
"What that poll shows, if it's repeated on election day, is that it doesn't matter if Labor and Liberals collaborate on preferences with each other," he said.
