The alleged murder was discovered early on Thursday morning last week, when a 27-year-old man's body was found ferociously battered in front of the Northbourne Flats.
Northbourne Avenue was closed for most of Thursday while police forensic teams conducted extensive searches of the crime scene for any evidence.
Police have said they now believe that robbery was the primary motivation behind the bashing, and the arrested youth will face ACT Childrens Court today charged with murder and aggravated robbery.
Police have confirmed they are seeking a second person in relation to the murder, and are urging him to come forward. His identity is known to police.
The arrest comes after police raided a home in Turner in the early hours of Saturday morning.
Police said they found a machete and a baseball bat in the stairwell of the Turner flats during a lengthy search of the premises.
Police will allege that these were the weapons used in the attack.
The youth was taken into custody late on Saturday night after police negotiated his surrender.
Details from the police investigation indicate that the victim was a university graduate from north Canberra, and was walking home from the Jolimont Centre after taking a 4am bus back from Melbourne.
Formal identification of the body is expected today in a post-mortem examination.
Police are asking any members of the public with further information who have not yet spoken to police to come forward via Crime Stoppers on 1800 333 000 or via www.act.crimestoppers.com.au. Information can be provided anonymously.
