Regional Australia Minister Simon Crean said it was the most significant piece of urban and traffic infrastructure to be built within the Parliamentary Triangle since Parliament House was built 23 years ago.
The project employed 250 workers and was fully opened after work was completed on a ramp travelling up from Morshead Drive and allowing a right-hand turn into Russell.
''The overpass has untangled a bad traffic jam and improved travel times ... it's a win-win for all road users,'' Mr Crean said.
The project replaced the old Russell roundabout at the intersection of Parkes Way, Morshead Drive and Kings Avenue.
The overpass had an original budget of $26.2million but that increased to $30million with some additional roadworks brought forward in anticipation of extra traffic from the planned Majura Parkway. These included two lanes turning right into Russell from Morshead Drive, rather than one.
