The collision caused one of the vehicles to roll and an ambulance and other emergency vehicles attended.
A witness told The Canberra Times that a woman was pulled from the rolled vehicle via the boot of the car, but she walked herself to the ambulance.
A spokeswoman for ACT State Emergency Services said a woman was assessed but required no further treatment.
ACT Policing traffic control tweeted that delays were expected to last until about 10am.
