Police allege James Stanley Kelly, 48, abused the girls some time between February 1 and October 23.
In the ACT Magistrates Court yesterday, Kelly pleaded not guilty to three counts of committing acts of indecency on a child and one charge of committing an act of indecency in the presence of a child.
The court heard Kelly already had matters before the court, including charges of assaulting his wife and resisting police.
His lawyer said Kelly worked part-time and feared losing his job and public housing unit if he was locked up.
The lawyer described the prosecution case against his client as ''not overwhelming'', saying the case rested on testimony from the two teenagers and testimony from people who had contact with them.
Kelly told the court that he had never been alone in his house with the two alleged victims.
The prosecution argued that though it was unfortunate that Kelly faced the prospect of losing his public housing property, there were no special circumstances that justified granting bail.
Magistrate Beth Campbell agreed there were no special circumstances for bail and remanded Kelly in custody until next month.
