William Patrick Butler, 62, has already been arrested twice this month after police caught him repeatedly flouting a court-ordered ban on driving.
Yesterday police caught him driving in Narrabundah.
In the ACT Magistrates Court this afternoon Butler faced his 23rd and 24th disqualified driving charges.
He was also charged with possessing cannabis, using a false licence plate and driving an unregistered and uninsured vehicle.
Under his bail conditions at the time, Butler was not allowed to drive or hold keys to a motor vehicle or leave his Hughes home at night.
The court heard he had spent four months in jail last year for driving offences.
Magistrate Grant Lalor refused bail, saying Butler was in breach of his bail conditions and was likely to be sentenced to a significant term of imprisonment if found guilty.
