A 59-year-old man from Coogee in Freemantle faced allegations he indecently assaulted and had unlawful intercourse with his former step-daughter - then aged seven - while living in the ACT between 1989 and 1991.
He was charged with two counts of unlawful sex with a child under the age of 10 and five counts of indecent assaulting a child under the age of 10 - allegations the man denied.
A random traffic stop by WA police on Christmas Day revealed an outstanding warrant for the accused's arrest, and he was subsequently brought to the ACT to face court.
He was denied bail by Magistrate Beth Campbell on the basis he posed a flight risk unless he was able to find a friend or family member willing to post surety.
Magistrate Campbell also expressed serious concerns no red flags were raised when the accused lodged working with children police checks over the past 20 years.
He was remanded in custody and will appear in court again on January 16.
