The loss prevention officer had seen the pregnant woman and a man, both aged in their 20s, acting strangely in the menswear section of a Woden store about 5.30pm.
The pair were pushing a trolley with clothes with their security tags still attached, police say.
As the couple went to leave the store, the security officer saw that the tags had been removed, and approached them.
The man allegedly fled, pushing the trolley to the Plaza's multi-storey carpark. The pregnant woman took another route, and reappeared to "block the the officer's path", according to police.
The woman then allegedly ripped off the officer's lanyard, scratched his chest and arms, and bit his left arm.
The security officer called police, providing what they say were "good descriptions" of the offenders.
Police soon found two people matching the descriptions along Port Jackson Circuit in Phillip.
They were found with a blue Lonsdale T-shirt and grey tracksuit pants.
Police will summons them to court at a later date.
