"Star 104.5 represents everything I desire in radio – great rock, fantastic lifestyle, an opportunity to finally pay the rent and loads of CDs in the record library I intend to steal," O'Neil said in a statement.
He resigned from 96fm in July after achieving moderate rating success with the breakfast show co-hosted by Carmen Braidwood and Brad 'Fitzi' Fitzgerald.
It was reported that he was hoping to return to the UK, where he worked briefly as an announcer on KISS FM and other regional stations.
Last year 96fm program director Brad McNally encouraged O'Neil back to Perth after 96fm stalwart Gary Shannon was sacked, ending his 38-year radio career.
Ugly Phil began his radio career in the early '90s hosting a night show in Adelaide with his now ex-wife Jackie O.
