New Labor leader Anthony Albanese announced the opposition's revamped frontbench on Sunday afternoon. Ms Gallagher was promoted after spending a year on the sidelines due to the High Court's decision on her dual citizenship.
The ACT senator-elect will also return to her role as manager of opposition business in the Senate. She held the role from 2016 until she stood down during the citizenship debacle.
The former ACT chief minister will take on two portfolios with particular resonance for her constituents, where around 55,000 people are employed directly by the federal public service.
Member for Fenner Andrew Leigh has been given the title of shadow assistant minister for treasury and shadow assistant minister for charities.
It was known last week he would be demoted from his role as shadow assistant treasurer due to the way positions are allocated between the Labor party's left and right factions.
He held the charities role before the election, and continuing in it will put Dr Leigh head to head with the ACT Liberal Senator Zed Sesleja, who was last week named assistant minister for finance, charities and electoral matters.
Eden-Monaro MP Mike Kelly has been made shadow assistant defence minister.
