Craig Paul Meyboom, 43, had 18 months added to a prison sentence he was already serving for previous sexual assaults, bringing it to a total of 17 years.
He was on parole when he exposed himself to the girl in September last year.
Special Magistrate Margaret Hunter described Meyboom's actions as predatory and said his behaviour was disgusting.
The girl had been walking to school when she passed Meyboom's house where he was sitting on his front porch having a cigarette.
She said she saw him every day on her way to school, on this day he was watching her so she said "good morning".
Later on her walk, as she passed Lanyon Marketplace, the girl said she looked up and saw Meyboom walking in front of her.
She said this made her feel uncomfortable so she looked down at her phone and continued walking.
When she next looked up Meyboom was standing in front of her with his pants down and genitals exposed.
Meyboom said, "you're pretty," to which the girl responded "thank you" out of nervousness.
With his genitals exposed, Meyboom then asked the girl for a hug.
The girl declined and saw some other students from her school up ahead and quickly walked over to them. When she looked back Meyboom was "fiddling with himself".
She reported the incident to teachers when she got to school.
Security cameras captured Meyboom following the girl in his car, parking and then walking quickly to get in front of her.
Special Magistrate Hunter said Meyboom had not shown any remorse for his actions.
"This was not a spontaneous or opportunistic act," Ms Hunter said.
"It was premeditated and predatory."
She said it was clear Meyboom had followed the girl specifically to expose himself to her.
"He did so for his own sexual gratification and no other reason," she said.
"Quite frankly his behaviour was disgusting."
Victim impact statements from the girl and her father had been read out at a previous court appearance.
The girl said she feared she would be raped and no longer felt safe outside or even in her own home.
Her father said his daughter was no longer as carefree and innocent as she had been before the incident.
Ms Hunter pointed out Meyboom had completed a sex offender program but had nonetheless gone on to commit this offence.
She said his prospects for rehabilitation were extremely limited and her sentence needed to protect the community.
Meyboom was originally sentenced in 2006 for multiple sexual assaults, with his prison term expiring in 2024.
He will next be eligible for parole in November 2020.
