The ACT government has been seeking comment on how cats can be managed in the community to improve their health and safety, and protect native wildlife.
The draft plan outlines objectives to expand the containment areas, improve the compliance and enforcement of cat laws and reduce the impact of feral cats.
Earlier this year Whitlam became the 17th suburb in Canberra to have cat-containment measures enforced.
"It is important we have a conversation on how we can all work to protect our environment from cats as well as keeping our cats safe. Without a community supported cat plan, we will continue to see both animal welfare issues and significant environmental impacts from cats in the ACT," City Services Minister Chris Steel said.
Mr Steel said it was estimated that a quarter of Canberra households owned a cat.
"We have been getting a lot of great feedback from the community on a range of cat management issues and proposed actions. We are keen to hear from all Canberrans but particularly cat owners to get their thoughts on how we should manage cats going forward," he said.
"The draft cat plan supports a vision where all cats will be owned, wanted and cared for by responsible owners."
Consultation on the plan closes on Friday.
