ACT Policing said they had tried to stop a black Mazda 6 in the Bing Lee car park about 1.40pm on Wednesday.
The Mazda then rammed the police car and drove off at speed into Canberra's northern suburbs, where police called off a pursuit out of safety concerns.
The car was found abandoned in Ainslie about 3pm. Police are now looking for the driver and passenger.
No one was injured in the incident.
In a statement, ACT Policing said a small number of Canberra drivers were driving dangerously to avoid police, putting the public at risk.
Canberrans with information about the vehicle or its occupants, or anyone with dash cam footage of the car, were told to contact Crime Stoppers on 1800 333 000. Information could be provided anonymously.
