The truck was travelling southbound on the highway when it rolled near the Badcoe VC rest area at 8.50am.
A NSW Ambulance spokeswoman said the driver was trapped inside the truck but is conscious and in a stable condition.
It's understood the truck was carrying kegs of alcohol at the time.
The driver was freed from the truck around 9.30am, and was taken to Canberra Hospital in a stable condition.
A NSW Fire and Rescue spokesman said multiple crews from Queanbeyan were attending the scene.
Police have also been called out to the incident.
The roll over has forced the closure of one southbound lane and one northbound lane on the Federal Highway.
It is not known how long parts of the highway will remain closed to drivers.
