Hart teamed up with Matthew Richardson and Thomas Clarke to finish behind New Zealand by less than a second, with the winners setting an Oceania record to claim gold.
Edward Dawkins led New Zealand to gold with Sam Webster and Ethan Mitchell, crossing the line in a time of 42.508 seconds.
"To ride the fastest time we've ever done, it's pretty unreal. Everything clicked and clicked twice. We rode really close to our PB in the first round and to be able to back it up bodes well for the future," Dawkins said.
"It's super surreal, I've got no idea how it happened, but it's so great - especially for me, for it to happen here."
Hart has his sights set on qualifying for the Olympic Games next year having won a World Cup gold medal in January in the individual sprint.
