The man was driving a Toyota Landcruiser southbound along Woodburn Road, west of Milton, about 10.15pm on Saturday.
Police say the man was driving towards a closed road, which was manned by two police officers and two council workers.
It's alleged the man almost hit one of the council workers blocking the road as he drove towards the roadblock.
A NSW Police spokesman said the man allegedly braked, before he drove forwards through the roadblock slowly.
After stopping the man, police say the man allegedly refused to provide licence details or leave the car.
The man was then arrested and removed from the car. One officer sustained minor grazing in the incident.
The man was taken to Ulladulla Police Station and charged with not obeying police direction, disobeying road closure signs and resisting arrested.
He was granted conditional bail and will face Milton Local Court on January 16.
