ACT Health said a source of transmission for one of the new cases was unclear at this stage and under investigation.
"The new case under investigation had no travel history," an ACT Health spokesperson said.
"The investigation is in its early stages and the team are working to find the source."
The other two cases were linked to overseas travel.

The new cases are two men and a woman aged between 25 and 55.
Of the 96 COVID-19 cases in Canberra, there are six in Canberra hospitals.
On Saturday it was reported there were 13 patients in Canberra hospitals but an ACT government spokeswoman said this did not mean seven people left hospital overnight.
"This data has been reported differently and is not comparable," she said.
"We had been reporting on the number of hospitalisations during COVID-19 total. [This] update reports on the current number of patients in hospital at this point in time due to COVID-19."
Last week ACT Health reported there was another case under investigation where a source of tranmission had not been identified.
ACT chief health officer Kerryn Coleman said on Saturday investigations were still underway on the source of transmission for this case.
"We still have a small number of tests we are conducting and the results won't be available until mid to late next week," she said.
"I think when we get those results we'll definitely be able to call it at that point in time and either classify it as our first case of community transmission or pull it into we know where this came from."
A total of 28 people have recovered. There have been 5258 negative COVID-19 tests in the ACT.
There have been two deaths from COVID-19 in the ACT.
