It's means the fate of a 2020 competition rests in the hands of the Queanbeyan Blues, Goulburn Bulldogs or Belconnen United Sharks.
At least one of them needs to put their hand up to make up the numbers.
Currently, the Gungahlin Bulls, Woden Valley Rams and Yass Magpies have all said they're in, while the Tuggeranong Bushrangers, West Belconnen Warriors and Queanbeyan Kangaroos are out.
The Bulldogs will make an announcement on Monday, while it's believed the Sharks are leaning towards pulling out as well.
That could leave a 13-14 week 2020 season, hopefully starting on July 18, in the hands of the reigning premiers -Terry Campese's Blues.
The revelation comes as the ACT government announced on Friday full contact training could return in Canberra on June 19.

The NSW government had already announced July 1 as when contact could resume across the border.
Canberra Region Rugby League general manager Mark Vergano said they would need to have at least four clubs to make the competition worthwhile. Groups 10 and 11, in western NSW, have already opted against holding a competition this year.
The proposed Canberra Raiders Cup will run until about mid October.
It's only a problem facing the senior ranks, with all clubs committed to playing junior competitions.
The plethora of parents involved means there's a lot more volunteers readily on tap to help with all the required coronavirus protocols.
"We can work with four, then the CRRL committee will have the final say on exactly what's in, what's out," Vergano said on Friday.
"Ideally [four is] a reasonable minimum to be able to get something reasonably meaningful away."
The Blues were yet to decide what their decision was, but secretary Tom Ebsworth has come up with an interesting idea to unite Queanbeyan.
If the Blues do opt in, he could put the call out to any Kangaroos players - usually the Blues' mortal enemies - to join them if they want to play.
The NSW Rugby League has already said players are free to switch clubs this season to find a team, but they need to return to their original clubs in 2021.
Ebsworth was yet to get in touch with Kangaroos president Leigh Kiely about the two clubs uniting to represent 2620.
"One thing I've thought about, I'm thinking of having a yarn with Leigh Kiely from the Roos and we just put a Queanbeyan side in maybe," he said.
