The Canberra mentor says all Williams needs is time as he looks to find his rhythm in a Raiders spine featuring Josh Hodgson, Jack Wighton and Charnze Nicoll-Klokstad.
The 25-year-old leads the NRL in try assists with six in five games and made such an impact in the Raiders' first game back he was dubbed "flawless" by rugby league legend Brad Fittler.
But the Raiders have struggled for fluency since and now Williams - who has remained among Canberra's best and forced three line drop-outs in the past two weeks - is preparing for one of his toughest tests as the Green Machine hunts for consistency.
The Raiders playmaker will go head-to-head with Manly Warringah Sea Eagles counterpart Daly Cherry-Evans when their clubs meet at Campbelltown Stadium on Sunday.
MORE RAIDERS
"It's just going to be time with George. We're still building a combination between Josh, George, Jack and Charnze," Stuart said.
"Also on our right edge [with Williams alongside Curtis Scott and Nick Cotric]. It's only games, we need to play as many games as we possibly can to keep getting that awareness and get the guys compatible with each other.
"We do as much work as we possibly can during the week but nothing substitutes a game."
The Raiders made a huge statement when they shut down Melbourne to restart their season but the Green Machine hasn't run quite as smoothly in the ensuing fortnight.
A loss to Newcastle was followed by a gritty win over Wests in which they were held scoreless in the opening half. Yet the two competition points is what mattered most.
Now the Raiders will look to force their way back into the top two during what could be their final home game at Campbelltown Stadium should the NRL approve an early return to Canberra.
"It's something I spoke to the players about this week, we know we're not where we want to be at the moment," Stuart said.
"I haven't been happy with our consistency since we got back, albeit given we played in some difficult conditions last week. It was very greasy and it wasn't a great game to be able to really get any fluency in attack, it was a more grinding affair.
"Still, we need a lot more attention to detail in both facets of our game. We're building, it's just a matter of building a little bit of momentum and showing a little bit of consistency weekly in the style of play. We're nowhere near where we need to be at this moment.
"Our game is based upon your mental application, so much. Everybody physically is so close, everybody from a playing point of view is very understanding of the football and what is required.
"Mental application once you get to the sideline is a major, major asset. It's a huge disadvantage if you're not [on]. You've only got to be off a percentage or two.
"We're not where we need to be just from a playing standard, but that's something we will get back to. You're not going to be at the top of your game for 20 games in a season.
"We need to make sure we just keep taking the next step forward each week."
