It is the first time a Swans player has taken it out in a decade, the last recipient being former Collingwood and Richmond forward Andrew Krakouer.
Fisher made the move to Western Australia to pursue his AFL dream after a two-year stint in Melbourne with the Northern Blues in the VFL.
"It's a massive honour," Fisher said.
"I didn't realise how much history there was with the Sandover Medal over here. In a short period of time I have learned how special the award is. I am extremely honoured to have won it.
"Unfortunately, as a team we couldn't play finals this year, but hopefully as a team and individually we can continue to grow and push our case next year."
The Swans only managed three WAFL wins for the season.
Fisher missed selection in the 2016 AFL Draft but spent time with the Sydney Swans on a rookie contract in 2017. He remained hopeful of being signed to an AFL list throughout this year's draft period.
"I am not going into it with any expectations," Fisher said.
"I guess I will be keeping a keen eye on how it goes but obviously there is no clarity over AFL at the moment with coronavirus. We will just play it by ear and see how it goes."

The 22-year-old midfielder is studying engineering at Curtin University and planned on staying at the Swans next season, with eyes on a WAFL premiership.
"We started to improve in a lot of the areas that we were lacking in the first half of the season," Fisher said.
"In the latter half of the season we were growing into a team that looked threatening offensively and we started to get a bit more consistency to our game.
"I think there's a massive opportunity with the group we have got with Swans Districts to hopefully play finals next year. That is something I would really like to be a part of with the group we have."
