Robbie Trickett will stand in to captain the side in place of Rogers who has succumbed to a hamstring complaint, while Low-McMahon is out with a thumb injury.
"In the last six or seven years I think we have played in every one-day final and to get four in a row would be really good," Trickett said.
"Every year is different. This year we have a few young kids coming through in Zak Keough and Davey Waters and they have contributed really well in getting us to this stage.
"That has been a little bit different this year having these young kids in the team, which has been really good."
The last side to win the one-day title before Creek was Tuggeranong, back in 2017.
"It will be a tough close game and I think it should be a really good game as well, they have obviously got some really good bowlers in Lewis Evans and Ollie Anable," Trickett said.
"Shane Devoy is obviously one of the top five players in Canberra, I think it will be a very good contest all round.
"I think our batting versus their bowling will have a big influence on the game and then when we bowl, it is just about sticking to what we know works and has worked over the whole season."
Trickett was relishing the chance to lead Creek on such an occasion.
"It is exciting, I have got a fair few other experienced guy's around me which will be good. Not having John [Rogers] there will be a little bit different.
"But everyone in our team is still aware the expectations are there and what we will expect of each other hasn't changed just because Bucky [Rogers] isn't there."
Tuggeranong skipper Blake Ivery is looking to win his first title since taking over the Tuggeranong captaincy.
MORE CANBERRA CRICKET
"[It would] mean a lot," Ivery said.
"Having all four of our [first] matches rained out really did put us in a disadvantage where we had to win most of our last three matches to be in the best position for finals.
"Even then we kind of had to wait for other teams to lose to help us get in. I knew it was going to be tough and the fact we have made it here really means a lot."
Ivery expected a strong Creek side despite the absence of Rogers and Low-McMahon.
"Regardless of whether they have players out, teams who have the amount of success that they have had over the last four years, they do not do it off the back of one or two players, they do it off the back of a whole squad," Ivery said.
"If we focus on one or two players then we are not going to be in the best position to win the game. We need to be wary that anyone can win them the game on the day and that we need to be in the best position to win ourselves the game."
