ACT Policing said a 23-year-old man was arrested following the altercation in Belconnen just after 11pm on Monday.
They said officers on patrol saw two men carrying a 1.2 metre red pole.
The officers followed the men to a nearby apartment, where verbal threats were made at police after attempts were made to speak to the men.
It's alleged the 23-year-old ran out of the apartment with the pole, which had a meat cleaver attached to one end. They said the man held it above his shoulder, while making verbal threats.
Police Tasered the man before arresting him and seizing the weapon.
The man was taken to the ACT Watch House, where it was later revealed he had been in breach of his bail conditions.
He was charged with possessing an offensive weapon with intent and assaulting a frontline community service worker.
The man is expected to appear before the ACT Magistrates Court on Tuesday.
