Salter Brothers, a Melbourne-based company which own Crowne Plaza on Binara St, first proposed the project in 2018 which was then expected to be operating by this year.
According to the newly released plans, both the Crowne Plaza and proposed Holiday Inn Express would run independently.
Salter Brothers development manager for the project Mary Traitsis said the new hotel would provide a "midscale offering" next door to the "upscale" Crowne hotel.
"It will attract business travellers during the week and leisure travellers and families over the weekend," she said.
The new build will include a cafe and a retail tenant on the ground floor. The footpath at Binara St would also be widened at the front of the new hotel.
"The development will encourage activity at street level through improved pedestrian amenity, landscaping and public seating," Ms Traitsis said.
"A central walkway through the site will connect the proposed [hotel] with existing Crown Plaza hotel.
"The proposed corner café adjacent to city walk and the proposed retail/food and beverage tenancy adjacent to Glebe park will all contribute to creating a vibrant and active precinct."
The new hotel will not include any parking spaces.
In the proposal, Salter Brothers state the 222 spaces at the Crowne Plaza site would be sufficient, as most guests would use public transport.

The plans noted the Crowne Plaza will be overshadowed by the new build for parts of the day.
The development application is expected to be lodged by June with construction to commence by the end of next year if it is approved.
Construction is expected to take 18 months.
This is the third hotel planned for Civic in the coming years.
Plans were lodged last month for a 16-storey Meriton hotel across the road from Crowne, on Allara St. That would include 207 units including serviced apartments of one, two and three bedrooms.
Geocon also has plans for an 11-storey hotel in Garema Place, with construction expected to begin at the end of the year.
The Salter Brothers proposal is open for consultation until May 20.
