The Cup was due to get underway in early July, before it was pushed back to late September. However, a decision was made on Friday to cancel the tournament all together.
It is the second year the competition has had to be canned, after the 2020 was also cancelled.
Capital Football's head of commercial Ben Kirk said it was impossible to achieve the association's goals with the restrictions in place across Australia.
"The decision to cancel this sporting, cultural and tourism event was made against the backdrop of territory and state government restrictions across the country, making it impossible to achieve the goal of bringing the wider football community together," he said.

Of the 301 teams listed to compete in Canberra's annual junior tournament, 184 were from NSW - the majority of which were Sydney based and unable to travel.
Organisers remained hopeful the tournament would still take place in late June, but the Delta-outbreak across the nation in the following weeks ended those hopes.
