Canberra Racing will move a step closer to making their Thoroughbred Park redevelopment a reality.
They'll lodge their Territory Plan Variation with the ACT government, hopefully by the end of September.
Then they'll begin their two-year consultation period with the government as they look to redevelop their site to set up their financial future.
They want to be rezone their site to include a mixture of residential and commercial accomodation, with a hotel and an aged-care facility potentially also part of the plan.
It would also allow them to upgrade the track and facilities, while taking advantage of the light-rail route.
Canberra Racing chief executive Andrew Clark said it was a massive step for the club's future.
"That is progressing very well. We're hopeful of submitting our TPV by the end of September in advance of our AGM," he said.
"That's a major milestone for the club and a very positive step for our future.
"That's your first step and then it goes in for consultation - that's a two-year process once you've submitted your TPV application while the government considers."

Meanwhile, Canberra trainer Norm Gardner's hoping for a big October - firstly in the Canberra Racing AGM on the 12th and then at the $1.3 million Kosciuszko four days later.
Gardner's running for the board, with Keith Dryden retiring from his role after more than two decades of service.
"A couple of people asked me to. It's something I've never thought about so I decided to run," he said.
"There's a few vacant spots there so I might as well throw my hat in the ring.
"The fact Keith Dryden's stood down, he's retired from the board, and they want another trainer on there - and they might think I've got a big mouth or something, I don't know."
He also has two horses he's hoping might be able to get a spot in The Kosciuszko at Randwick on October 16 - Delacour and Cyborg.
They both have their chance to stake their claims in the Federal (1200 metres) at Queanbeyan on Friday.
Dryden's Handle The Truth ($6 favourite) already has one of the two slots available for Canberra horses and there's just three of the 14 total spots yet to be filled.
Delacour has won and run second in her last two starts, while Cyborg won two on the trot before his unlucky fifth at Moruya last start.
Gardner said the latter loved a wet track and would be chance if that was the case, while the 1200m would be the longest trip Delacour could handle.
He felt the Federal was a tough race and was perfect to see whether either would be worthy of a spot in The Kosciuszko.
"Victorem and Handle The Truth are going to be very, very difficult to beat," Gardner said.
"You'd say both of those horses of mine wouldn't be in the favourite market, but you never know what can happen.
"Cyborg really likes a wet track - if it became a heavy 10 and he got a run he'd be a chance.
"The other filly, her biggest problem would be 1200m is her absolute maximum.
"Tomorrow will tell. That's a pretty tough race tomorrow and if you're not competitive in that you're wasting your time."
