Preliminary planning and site investigation for the East Lake urban renewal project has been under way since 2004, but progress has been unclear in recent years.

In 2015, Planning Minister Mick Gentleman said planning was in its final stages, but four years later the ACT government said it was only in the "early planning phase" for future development in the area.

The area in focus is bounded by Kingston Foreshore, Jerrabomberra Wetlands and the Fyshwick mixed-use industrial area, and includes the Causeway, a historic workers' settlement which is largely made up of public housing.

The territory government's request for tender, released on Tuesday, identifies that it is seeking a lead consultant for planning and urban design, to be tasked with assembling a team to conduct community and stakeholder engagement, and prepare planning reports by mid-2023.

The document outlines that the main objective of the project is "to finalise the planning for the East Lake precinct".

The 2021-22 territory budget included $2.1 million over four years for the project's site investigations and planning, building on $608,000 allocated in the 2019-20 budget.
