The New Zealand national, 77, has been charged with attempting to import about 2kg of heroin.
Authorities examined his luggage after he arrived on a flight from Thailand on July 26.
The powder was tested and returned a presumptive positive result for heroin.
About 2kg of heroin was allegedly removed from his suitcase and he was charged by Australian Federal Police with importing a marketable quantity of a border controlled substance.
AFP detective acting superintendent Amanda Glover said the agency worked closely with law enforcement partners to stop illicit drugs reaching Australian streets.

The man appeared in court on July 26 and was remanded in custody.
