Ms Burch has joined the outpouring of tributes for the comedian and activist, saying she was "saddened to hear" of the 32-year-old's sudden death on Saturday night.
"Stella was an energetic and passionate advocate for people with disability and will be sadly missed by all Australians," Ms Burch said.
"Our thoughts are with Stella's family and friends at this sad time."
Young was the master of ceremonies for the ACT Chief Minister's Inclusion Awards in 2012 and 2013 and Ms Burch said she'd been looking forward to the comedian's return for this year's awards on Thursday.
"Stella entertained the audience with her unique style of comedy," Ms Burch said.
"Her insight and honesty challenged people to think differently about disability.
Young was a supporter of Canberra disability employment initiative Enabled Employment, speaking at its launch in September and taking part in their online employment forum on International Day of People with Disability on December 3.
She was due to visit the Boundless Playground on Friday.
Ms Burch said Young's contribution will be honoured at the inclusion awards in the Great Hall of Parliament House on Thursday.
A replacement host is yet to be decided.
