A man contacted ACT Policing about 11.45am on Sunday when he found the shotgun wrapped in three plastic bags while walking his dog along Kambah Pool Road.
The gun was partly buried in a shallow trench about 30 metres into the scrub opposite the Murrumbidgee Country Club, and a shotgun shell was found about 10 metres away.
Police searched about 500 square metres around the gun's location and the area was searched again using shovels.
Investigations are ongoing.
