In announcing the ministerial reshuffle, Chief Minister Andrew Barr said changes to the ministry would be modest, with most ministers retaining the bulk of their portfolios and many gaining new responsibilities.

"We've wanted to focus on stability and continuity in those key policy areas, but also respond to a range of emerging opportunities for the territory government," Mr Barr said.

Health Minister Meegan Fitzharris had been under fire for recent scandals within the portfolio, including bullying allegations at Calvary Hospital and the potential for the loss of accreditation at Canberra Hospital. Despite this, she has retained Health and Wellbeing, Higher Education, Vocational Education and Skills and will also take on Medical and Health Research.

She has also retained Transport, despite the widespread outcry against the new bus timetable and how it affects students travelling to schools across Canberra.

New minister Chris Steel will take on Roads as a portfolio but major transport planning, including the light rail, will stay with Ms Fitzharris.

"I particularly want Chris Steel to focus on the Woden town centre and opportunities there through government-held assets that can be utilised for community facilities," Mr Barr said.

Deputy Chief Minister Yvette Berry is the only Labor member to have no change to her portfolios, keeping Education and Early Childhood Development, Housing and Suburban Development, Prevention of Domestic and Family Violence, Sport and Recreation and Women.

Mr Steel will take on the responsibilities of City Services, previously under Ms Fitzharris, Community Services and Facilities and Multicultural Affairs from Rachel Stephen-Smith and the new portfolio of Roads.

The chief minister retains Treasury, Tourism and Special Events, while now also focusing on Trade, Industry and Investment and Social Inclusion and Equality. Mr Barr said he would focus on equal opportunity, the LGBTI community and pushing for the territory's right to legislate on voluntary assisted dying.

Attorney General Gordon Ramsay will take on the responsibility of Building Quality Improvement after months of reports of issues with major new developments around the ACT.

Signalling the ACT government's intention to make a play to be the home of the new Australian Space Agency, Mick Gentleman has been named Minister assisting the Chief Minister on Advanced Technology and Space Industries.

Rachel Stephen-Smith retains most of her responsibilities, including Aboriginal and Torres Strait Islander Affairs, Disability, Children, Youth and Families, and also takes on Government Services and Procurement and Urban Renewal.

The single Greens minister Shane Rattenbury has retained the portfolios of Climate Change and Sustainability; Corrections and Justice Health; Justice, Consumer Affairs and Road Safety; and Mental Health.

Correction: A previous version of this story stated Yvette Berry had responsibility for school bus timetables. This was incorrect, the responsibility lies with the Transport Minister Meegan Fitzharris.
