The Australian Salaried Medical Officers Federation ACT Branch and the Visiting Medical Officers Association have joined to the ACT branch of the Australian Medical Association to push for a board of inquiry into the embattled health system.

ACT Health Minister Meegan Fitzharris last week caved to pressure to hold an independent inquiry into the culture of the health system, after months of turmoil including repeated allegations of bullying and harassment.

She promised the report would be made public, and said she'd set a deadline of six months for the full review with interim recommendations in the meantime.

However she stopped short of announcing the fully-fledged board of inquiry the AMA had called for, saying it was not warranted.

On Sunday, all doctors' groups agreed nothing short of the territory's equivalent of a royal commission would address the deep-seated problems within the organisation.

"‘I think it says something about the importance with which we hold this that we’ve got the three doctors organisations representing doctors that work in organised medicine here today," Australian Salaried Medical Officers Federation ACT Branch secretary Dr Richard Singer said.

AMA ACT president Dr Antonio Di Dio said while there was a need to protect vulnerable staff, there needed to be an "open challenging" of the culture within the health system.

Even with the minister's promise that the report would be released, Dr Di Dio said there was no guarantee it would be release in full or unedited.

"My grave concern is if there is no open inquiry then we are much less likely to get any meaningful data and the exercise may potentially end up like the one we had in 2010, as an unpublished report and fundamentally a waste of time," Dr Di Dio said.

"We have seen in Australia [from] the banking royal commission and in any number of inquiries that most positive outcomes have inevitably been the result of people being held to account in public hearings.

"We’ve also seen the exact opposite happen, both in the ACT with any number of previous private healthcare inquiries and anywhere else in Australia, private inquiries simply fail to deliver the results and the data we all need as healthcare practitioners, as staff of ACT Health and consumers in order to make more robust, appropriate and healthy systems that create better cultures because we know poor cultures result in poor clinical outcomes."

Australian Salaried Medical Officers Federation ACT Branch executive officer Stephen Crook said no significant improvements had stemmed from the several recent inquiries because the reports and recommendations were classified commercial-in-confidence or confidential.

“It needs to be open to the public. We need to really be able to grill ACT Health about a whole range of issues. I reckon I could do it for two days. They might not be very happy about some of the questions but it’s about getting to the bottom of it and making them realise there are better ways of doing things, there are more efficient ways of doing things," Mr Crook said.

“[If this is held in private] they will be able to hide as they have with all these previous inquiries and they need to be held to account for what’s happening."

Visiting Medical Officers Association president Dr Peter Hughes said previous attempts to solve the problems in-house had failed.

"Two years ago the government set up an anti-bullying committee which they called a clinical culture committee and we warned the minister at the time and subsequently this can't work unless you’ve got an independent chair who’s not a government employee but they disregarded that advice and the result has been dismal and getting worse so we strongly support an independent judicial inquiry into this matter," Dr Hughes said.

The problems within the health system are likely to dominate this week's sittings in the ACT Legislative Assembly. The ACT Opposition had previously called for a board of inquiry, which Ms Fitzharris dismissed as a political stunt.

However ACT Chief Minister Andrew Barr has repeatedly stated he has full confidence in Ms Fitzharris.

"I think Meegan displays the empathy, breadth of understanding of the issues and the willingness to engage deeply with all of the stakeholders to attempt to improve the culture. I know she will put her best efforts into this. I have absolute faith in Meegan Fitzharris," Mr Barr told ABC Radio on Friday.
