Registrations for the 126 single residential blocks will open on February 10 and close on February 20.
Successful registrants will be notified of their place in the ballot draw on March 15 with block selections and sales on March 29 and 30.
Blocks will range from 250 and 587 square metres and cost between $221,000 and $383,000. Thirty-four of the blocks will cost less than $300,000.
The suburb is adjacent to Horse Park Drive north of Casey and Moncrieff and four kilometres from the Gungahlin town centre.
LDA chief executive David Dawes said blocks were limited to one per person.
"Taylor will provide options for every stage of life and has been carefully planned to include an abundance of green spaces, central meeting places and amenities," he said.
"Offering a sense of space in a convenient urban setting, Taylor will include a primary school, local shops, playing fields and playgrounds all connected through sprawling parkland.
"The primary school, which is being completed in the first stage of development, will be open for new students in 2018."
Taylor will have about 2,500 dwellings in a mix of low and medium-density housing options once complete.
An information expo will be held at Kamberra Function Centre on February 11.
