Emergency services were called to the scene around 8.20am, where a Nissan Navara had run off the road.
The 37-year-old male driver managed to escape the vehicle and was treated by ACT Ambulance paramedics for minor back pain and was taken to The Canberra Hospital.
Police say it was a single vehicle crash, but at this stage are not sure of the circumstances leading to the incident.
The vehicle is fully submerged in water, with a mat the only indication of it being in the river.
Police divers with the maritime operations response group are assisting tow trucks to salvage the vehicle.
