Jason Anthony Rogers, 46, appeared in the ACT Magistrates Court on Thursday and was charged with committing an act of indecency without consent.
He did not enter pleas and was refused bail by Magistrate Bernadette Boss who held concerns over the likelihood Mr Rogers would reoffend and his apparent drug addiction.
Court documents stated the woman was walking along the Mt Ainslie trail at about 3:40pm on Wednesday when she spotted Mr Rogers.
He was allegedly among some bushes near the trail, not wearing any pants and had his legs spread.
The woman reported she could see Mr Rogers' genitals and that he appeared to be masturbating.
Mr Rogers then allegedly looked directly at the woman and made an obscene suggestion.
The woman called police to report the incident.
About an hour after the alleged incident, police officers searching Mt Ainslie spotted a naked Mr Rogers walking along the trail towards the summit.
He allegedly noticed the police and ducked behind a bush and when he emerged was wearing jeans.
Mr Rogers was arrested and he later told police he had consumed ice earlier in the day and when he took the drug he liked to get naked.
Mr Rogers instructed his duty solicitor to apply for bail saying he would submit to any bail conditions imposed and because he felt he could better address drug issues outside prison.
Dr Boss said no bail conditions could properly mitigate the likelihood of Mr Rogers reoffending and therefore she remanded him in custody.
He will return to court in May.
